Sheff Wed Deals with Major Issues, Says Football Regulator

'Our role is integral to football's future' - independent football regulator the new chairman

The team's current difficulties are seen as a "major concern" and the football regulator is seeking powers to examine team situations in comparable cases, its new chair David Kogan has announced.

Through a comprehensive talk, Kogan, who was appointed on Monday, showed understanding towards Wednesday's fanbase.

The regulator engaged with four supporter groups representing the South Yorkshire club in recent days.

The Championship side have been experiencing difficulties in multiple areas in the current year, with the club failing to pay players on time on several different times, including in last month.

"Obviously the club has become a serious issue for football authorities and a substantial concern for English football," the chairman stated.

"Wednesday stands as one of the iconic names for the English game and recently we have met supporters' organizations.

"We're now looking to get powers... which will permit us to bring the club and similar situations submitted for our review if they require examination and dealt with."

Economic Challenges and Proprietorship Status

Wednesday's embattled owner the Thai businessman stated during the off-season he would be prepared to relinquish control at Hillsborough, but he has not been able to secure a deal with prospective buyers.

Missed wage deadlines on time in spring months caused limitations by the English Football League (EFL) in mid-year, preventing the club from carrying out any transfers or loans for the next three transfer windows, although that restriction was lifted in late summer.

Authority's Position

The chairman stated: "The position was created for the fans of Sheffield Wednesday, other clubs in similar situations where fans are dedicated to a community organization that has been part of their lives in many cases.

"I fully appreciate the team's plight, as I do for each organization that over recent decades have faced collapse, or approached financial ruin, for causes separate from the supporters."

Inquired if the oversight body could require an owner to sell a club if they are deemed unsuitable, the chairman responded: "Should the inquiry concern 'would we intervene in the final instance?', the answer is once we collect the information and know what's going on, we will."

But Kogan stressed that forcing owners to sell clubs would be treated as a "last resort" and the oversight body would choose to work with them.

"The last thing what we want to do is start getting involved with an individual club, an individual owner, without having the opportunity to collaborate with that owner to try and resolve the problems affecting the organization and the owner's facing," Kogan said.

"In actuality, when you examine the past of the game, over the recent generations there have been particular chairmen, a small minority, but some who have been irresponsible in the approach they have taken toward their clubs and ultimately refuse to accept accountability for the coming years."

'If we get it wrong, extraordinary progress vanishes'

The chairman convened with delegates from multiple organizations to explain the responsibilities of the regulator on Wednesday and stated it constituted a "proactive meeting" with a "high level of engagement" from the National League to the Premier League.

"This position carries substantial significance, because if we get it wrong, if the sport makes errors, the significant advances achieved might evaporate rapidly," the chairman stated.

"Such an outcome is universally undesirable in the terms of English football is a major achievement - we need to continue the progress.

"Substantial financial resources coming into football and has come into football for the past two decades, because there's no guarantee it will persist in entering the game, which is among the factors explaining I think we have to maintain a focused outlook on potential dangers and naturally, of the coming seasons."

Top Flight Apprehensions

Elite division representatives objected to the establishment of an oversight body because of apprehensions regarding adverse consequences on the elite division's competitive balance, but Kogan said: "I'm absolutely committed to the success and growth as an commercial operation of the Premier League.

"I of all people understand the apprehension regarding damaging the Premier League as a premium product of this country. But at the same time, if you talk to the Premier League after the recent gathering, they would have had a substantial amount of confidence -and, in fact, they have been telling us in private they have a high level of reassurance."

Partisan Associations

The regulator remains subject to a "comprehensive investigation" by the official appointments authority after he acknowledged providing funds to the Labour Party in 2020.

The official provided financial support for Culture Secretary the politician's campaign, along with that of the current Prime Minister.

"I have been entirely transparent regarding my past party membership [with Labour], and that political affiliation came to an end the day the select committee approved my appointment," the chairman stated.

"I am no longer involved in any sort of politics."
